I agree that the businesses do not see a slick design as a priority. I do not agree with Ravindra, giving free does not mean adding pop ups. There are several ways to monetize the traffic with a good design. They can still embed advertising in content for a well designed site rather than embeding content in the advertising. Design happens both in US and India. In general I don't think bad design on Indian sites is because there aren't good designers in India.
